‘Sustainable Development Goals’ and the Constitution: Experience of the SCO countries: International Conference arranged by Republic of Uzbekistan


On Wednesday, 5th April 2023, Oliy Majlis of Uzbekistan arranged International Conference “Sustainable Development Goals” and the constitution; on amendments and agenda to the constitution of Republic of Uzbekistan.
In the conference, SCO member states participated and highlighted the significance of Constitution. The online conference was moderated by Akmal Saidov- First Deputy Speaker of the Legislative Chamber of the Oliy Majlis, Director of the National Center for Human Rights of Uzbekistan. The inauguration speeches were made by H.E. Ms. Tanzilya Narbaeva, Chairwoman of the Senate of Oliy Majlis of the Republic of Uzbekistan and Akmal Saidov. They talked about the deeper development of the constitution and practical application of constitution through letter and spirit.
The program was followed by speeches by experts from SCO countries about the significance of the Constitution and constitutional reforms. Representative of China talked about the Constitution of China which has proved to be a landmark for Chinese progress. It includes the elimination of poverty and building moderately prosperous society. It ensures the environment friendly development to tackle the climate change and promote green house revolution. It also guarantees to improve public services that everyone plays role in the development. China’s new development philosophy focuses on more innovative, coordinated, green, open and shared development. China has also adopted implementation mechanisms to ensure development of 2023 agenda.
Representative from Uzbekistan talked in detail about the Constitution of Uzbekistan. He said that amendments and addition to articles are made to constitution of Republic of Uzbekistan. The new norms are being introduced and the constitutional amendments become directly working norms aimed at guaranteeing on protecting certain personal, social, economic, political, cultural and environmental rights.
Representative from Pakistan, Mr. Khalid Taimur Akram, Executive Director, Pakistan Research Center of Community and Shared Future, PRCCSF, expressed his view about Constitutional Reforms with respect to Pakistan and significance of 1973 constitution which guarantees equality, freedom and justice. The constitution of Pakistan is essential for the integrity of Nation and continues to guide the country’s development as a nation. He said that the constitution of Pakistan is crucial for Democratic society and protection of citizen rights. He further said that President of Uzbekistan Shavkat Mirziyoyev is a visionary leader, who has made significant progress to development in Uzbekistan in recent years. The Honorable President has undertaken significant steps in the fields of political reforms, human rights, labor reforms, Children and women rights and health sector reforms for the country.
Russian representative elaborated the importance of the rule of law and the constitutional amendments on guaranteeing the rights and freedom of every person and citizen.
Other experts from countries including India, Kazakhstan, Kyrgyzstan and Tajikistan also made speeches for ensuring the constitution based on fundamental human rights and freedoms, values and law application practices for every person and citizen of the country.
