Constitutional Referendum 2023 in Uzbekistan: On Amendments and additions to Constitution of the Republic of Uzbekistan


On 30th April, 2023, Constitutional Referendum was held in Republic of Uzbekistan. It was scheduled to be held for proposed constitutional amendments. The referendum was approved by the Parliament of Uzbekistan on 15th March, 2023. The new constitutional changes have proposed amendments in the existing constitution of Republic of Uzbekistan. The proposed changes and additions includes 6 new articles and 16 new norms and more than 200 amendments & additions to the 64 articles of constitution are introduced.
The Constitutional Reforms guarantee human and civil rights of the citizens and protection of their values, law and social justice. These reforms are proposed to ensure freedom as a highest goal of the state. Constitutional amendments are aimed at strengthening personal, social, political, economic, cultural and environmental rights of the citizens. Particular attention has been given to different segments of the society; education, health care, labor, employment and environment.
The referendum holds importance in the development of the country. The referendum was held through balloting at many polling stations across the country and citizens came to vote in order to give their consent for the reforms in the constitutional law of Republic of Uzbekistan . The referendum will promise more rights, legal and social. It will also ensure that these rights are fully protected for the Uzbek people.
The Uzbekistan government has invited number of international observers to monitor the Referendum process. Mr. Khalid Taimur Akram, Executive Director, PRCSSF, was also invited as an International Observer for the referendum and he actively participated in this process. He visited around 23 polling stations at different areas in Tashkent and highly appreciated the arrangements made by the Election Commission of Uzbekistan for the successful conduct of referendum. Mr. Khalid Taimur Akram acknowledged the initiatives taken by the leadership of Uzbekistan for protecting the rights of citizens of Uzbekistan especially President Shavkat Mirziyoyev for his efforts and his approach for making Uzbekistan more social and welfare state.
